Enable hyper-v using power shell

Enable-WindowsOptionalFeature –Online -FeatureName Microsoft-Hyper-V –All -NoRestart

Install-WindowsFeature RSAT-Hyper-V-Tools -IncludeAllSubFeature

then restart
